Oh, I have answers for this.
1) Your data is in the system. The network around you holds that data. Let me see if I can explain this as simple as possible. There is you, Kotarou Katsura, but not as a person as a... file? Ah, this is where it gets complicated, bear with me. Within that file is all that makes up Kotarou Katsura. Your hopes, your dreams, your history, etc etc.
Then something happens, a glitch, an attack, what have you. That data is suddenly momentarily corrupted and will be used for and against you. So, when our community at large is suffering a bit of trouble, the chances of the trouble you encounter specifically being personal to you are quite high. It's as if your own data is attacking you too. Right now, there isn't a fix for that since to keep you as you, your data has to be connected. Otherwise, you will be an empty vessel. You might look like Kotarou Katsura but you most certainly will not feel like Kotarou Katsura. That is why we are perfectly willing to do anything we can to help ease whatever pain you suffer through. It's not fun to have your demons presented to you and no NDA in the universe can keep that from happening. I wouldn't wish that on anyone.
2) The attacks are not from us. They are, as we always have stated before, the Flamines. These are not the front lines, Mr Katsura, but they know that this colony is valuable. Sometimes, they are able to attack our networks through their nefarious ways and we stop them. The side-effects are the glitches you encounter. We, just like you, would prefer it to stop.
But you are smart to assume we are not like Mr Vincere and his crew. CERES will be taken towards a new direction now, one with open doors and free information. We really, really do not have anything to hide and I am not sure why Mr Vincere acted as if this was the case. My apologies, Mr Katsura.

Can it tap into their memories, thoughts?] They might be able to get rid of us easily, in the end.
